Scott Walker considers ideas for a major overhaul of state taxes, the Assembly is pondering a more modest tax cut that could be quickly enacted.Rep. Chad Weininger (R-Green Bay) and Sen. Rick Gudex (R-Fond du Lac) introduced a proposal 10 months ago to create two weekends a year on which targeted items would be exempt from the sales tax.The plan hasn't gotten a public hearing, but it picked up momentum this month when Assembly Speaker Robin Vos (R-Rochester) said his chamber could act on it in the spring.In a recent interview, Vos said he and his colleagues wouldn't decide whether to advance the measure until they get an update on tax collections and have a better sense of the state's financial condition.While modest, Vos said, a sales tax holiday would be appealing because it could be put in place relatively quickly and would help those who most need it."It might only be 20 or 30 or 40 or 50 bucks, but anything that helps a family is something we're trying to do," Vos said.If funds are available, Vos said, he would consider packaging the sales tax holiday with a proposal to eliminate the state's little-used alternative minimum tax.He said he was concerned the minimum tax could interfere with recently approved tax credits aimed at spurring the economy.The talk of sales tax holidays comes as Walker has discussed fundamental changes to the state's tax code, including raising the sales tax to lower the income tax or eliminating the ability of technical colleges to levy property taxes.Anything of that magnitude wouldn't be addressed until the 2015 budget.Weininger and Gudex introduced their plan for sales tax holidays in March, but it gained little traction at first.That has changed with Vos' comments, and Weininger said he expected a public hearing on the bill in early 2014. The nightclub was the scene of an early Saturday morning shooting that left two people dead and six others injured. Glenn Thomas, 22, and Kimberle Johnson, 21, died in the incident, said Lt. Regina Duckett, a spokeswoman for the Montgomery Police Department. Thomas was a rapper, known as Doe B, and Johnson was a student at Troy University studying social work.They are Montgomery's 47th and 48th homicides for this year.Young, hit once in the right shoulder, was at the club attending a birthday party for a friend. He says he heard at least 10 shots."It sounded like it was from just one gun," he said. "There were a lot of people in the club. I heard the first couple of shots and felt the blow."He attends Wallace Community College in Selma, but says he will transfer soon to Alabama A&M to study architecture. He still is having problems accepting what happened. He said he has no clue about what led up to the gunfire."I knew Kim from high school," he said. "It was just a bunch of friends out having a good time, and then this. I'm not taking it well, not at all."Montgomery police are being tight lipped about the investigation. Duckett declined Sunday to release any more information on the shooting victims, how many suspects police are looking for or any possible motive in the shooting. No arrest had been made by early Sunday evening.Lea Epps, 21, of Montgomery planned the vigil, along with Deneka Bullock, also 21 and from Montgomery."It's time for us as a society, we have to stop leaving it to our elders to want change, we have to want it for ourselves," Epps said. "We have to stop putting down our books and picking up guns. We are losing a lot of young people, very young. And I think that it's time that we just stop the violence now."Epps didn't know Thomas or Johnson."They could have been my friends," she said. Calls to local media outlets, churches and social media were used to get the word out."We had such a short time to get this together," Bullock said. "To see everyone come out like this in support is just great. Nicole Bankhead, owner of the business, stated that she would close the club before the city's and ABC Board's moves were announced. The location has a checkered past. It previously operated at the Rose Supper Club, before that incarnation was closed about a year ago following another shooting that left multiple victims.It isn't the address that is to blame, said the Rev. Ed Nettles, pastor of Freewill Missionary Baptist Church. Nettles made a short address to the crowd during the vigil."Guns don't kill people," he said. "Buildings don't kill people, locations don't kill people. People kill people. And we have to change the mindset of the people, so that we might be able to change their heart. And we won't have happen again, what happened here the other night."A makeshift memorial to Thomas and Johnson sprung up in one of the doorways of the building in the form of two teddy bears. People lit candles and prayed during the vigil. There was a heavy police presence, with more than a dozen marked patrol cars blocking traffic so the observance could go on.Closing the business is not enough, said Nequa Thomas, who lives just a few blocks away."Tell me that you are going to tear it down, somebody at City Hall please tell me that you are going to tear it down," she said. "They put it out of business once and it came back. Source: Valley Morning Star, Harlingen, TexasDec.迷利倉 30--BROWNSVILLE -- George Delaunay was on alert, walking the aisles of Albertson's grocery store in San Antonio one day in 1989.Then a special agent with the Drug Enforcement Administration, Delaunay was tightly holding a photograph.The face in the photograph was of a suspect wanted in connection with the Feb. 7, 1985, kidnapping, torture and murder of DEA Special Agent Enrique "Kiki" Camarena in Guadalajara, Mexico.Delaunay, a graduate of Harlingen High School, Texas Southmost College and University of Texas-Pan American, would look at the photograph and then at the suspect."I would do it again and again," he said. He had to be sure."I had a picture of him and a physical description, so I'm following him and getting close, and he is at an aisle, looking at a can of food," Delaunay said. "So, I'm looking at him."And the decision was made: it was a positive identification."When he left the store and got close to a van he had arrived in, we approached him and detained him," Delaunay said.The suspect was Rub幯 Zuno Arce, brother-in-law of former Mexican President Luis Echeverr燰 翼varez, who served from 1970 to 1976. According to U.S. federal prosecutors, Zuno Arce had owned the house in Guadalajara where Camarena was interrogated and tortured.Court records show that Zuno Arce sold the house to someone shortly before Camarena's kidnapping. That person immediately sold it to Rafael Caro Quintero, the mastermind behind the crimes against Camarena.U.S. federal prosecutors maintained that the sale had been a sham, and public records show that Zuno Arce had provided the Guadalajara Narcotics Cartel, whose members murdered Camarena, with political protection.On Aug. 9 this year, a Mexican court released Caro Quintero after he had served 28 years of a 40-year sentence in Mexico for the crimes against Camarena.Delaunay was part of the task force formed to investigate and bring Camarena's murderers to justice. He agreed to talk with the Valley Morning Star recently about his role in that international investigation.Caro Quintero was let go on a technicality, after the Mexican court found his case should have been tried in a state court, not a federal court. Mexico's Supreme Court overturned the lower court's ruling.The U.S. Department of State now is offering a reward of up to $5 million for information leading to Caro Quintero's arrest or conviction.Delaunay, 56, was born in San Benito and grew up in Harlingen. He retired from the DEA in 2012, after 26 years of service in San Antonio and Brownsville. He subsequently served as police chief at Valley International Airport before deciding to join the Cameron County District Attorney's Office in January this year as chief investigator.But in late November 1986, while he was stationed in San Antonio with the DEA, he received orders to report to Los Angeles to join the task force investigating Camarena's murder. The inquiry was being formalized and structured, and a decision was made to base the investigation in Los Angeles, he said.Del迷你倉unay's two-week assignment stretched to nearly a year. The immediate task, he said, was to strategize directions to follow, and to determine the shortest distance to a defendant relative to developing a case and filing charges. The task force evolved into Operation Leyenda, or Legend.ALIAS 'CACHAS'Shortly after Camarena's disappearance was made public, Delaunay said, Jesus Felix "Cachas" Gutierrez coordinated Caro Quintero's escape from Mexico to Costa Rica.Caro Quintero subsequently would be arrested and jailed by Mexican authorities.Investigators knew Gutierrez had a business, a family -- and a girlfriend in Los Angeles."It was easy for us to start working on him," Delaunay said, noting that the Gutierrez family home and the girlfriend's house were under surveillance.Delaunay said he had been watching the girlfriend's location when Gutierrez's nephew arrived."We knew Cachas was there," Delaunay said.The nephew was carrying a plastic bag, and DEA agents could see the outline of a gun in the bag."We figured it was for Jesus Felix," Delaunay said.The suspect didn't stay long in the house. As he left as a passenger in a vehicle, Delaunay and another agent closed in, "headlight to headlight.""We knew they had a gun. I was ready for anything," said Delaunay, who was armed with a 12-gauge shotgun.Gutierrez moved toward the small of his back, "But he was smart enough to give up," Delaunay said.Gutierrez pleaded guilty to a drug case in March 1987, and Delaunay returned to San Antonio at the end of the year.ZUNO ARCEThe investigation didn't end. The task force in 1989 contacted Delaunay with information that Zuno Arce had flown to San Antonio, but the computer system to check the status of airline passengers had not been operating.The federal inspector who processed Zuno Arce's arrival had secured his address in San Antonio, however. When the computer system was operating again, the inspector checked the name through the computer. It alerted agents to the outstanding material-witness warrant that had been issued for him.Agents set up surveillance at the address, and spotted Zuno Arce leaving the house in a van. They followed the van to the Albertson's supermarket, where they served Zuno Arce with the material-witness warrant."He thought it was procedural error with immigration," Delaunay said. "He didn't seem too worried about it, but he did want to know why DEA agents were involved. I think that, in the back of his mind, things were starting to click.""Once he was detained, it must have hit him that he shouldn't have come to the U.S.," Delaunay said.Zuno Arce was tried and was convicted in connection with Camarena's kidnapping, torture and killing.
