Then I moved into a closet on the ninth floor of the County Government Center and really got to work. Talk about your target-rich environment. For years the county was growing and didn't have money problems. Then things started tightening up and people started fighting over scraps."You remember when the county executive said he was going to close some parks because he had budget trouble?"Was that you who talked him into threatening to sell the elk and buffalo at Lone Elk Park and the moo-cows and piggies at Suson Park?"Yep. Don't forget the Children's Services Fund that wasn't providing services to children. Or the courthouse construction bonds. Or the police lab contract. Or the real estate guy who'd been convicted of embezzling federal housing funds. Out of those jobs, one in three has gone to a Singaporean and two in three to foreigners.You would notice something similar if you were to scrutinise the team behind Anthony Chen's award-winning film Ilo Ilo in terms of their nationalities: The two lead actresses are foreigners, one from Malaysia and the other from the Philippines, and the director of photography is French.Talent knows no state boundaries and those out to create the best effects, film or any other product or service for that matter, want to work with the best - regardless of their nationality.So even as we as a society strive to better calibrate policies on foreigners, let us also remember how much we need people from all over the world to come here with their talents, dreams and efforts to add to the diversity of this city.So much attention has been lavished on the downside of rich foreigners coming here, stirring envy with their conspicuous consumption and jacking up property prices.But what of the upside of skilled foreigners joining forces with local counterparts to do cutting-edge work in new growth industries and to create stuff that the rest of the world wants?Industrial Light and Magic, the guardians of visual effects standards within Lucasfilm, and animation giant Pixar were reportedly reluctant at first to give work to the Singapore office.But the former has since declared the work done here equal to that done in California.Senior effects technical director Adam Lee, 32, a Singaporean, is in a team that includes members from Malaysia, Hong Kong, France and Germany, and who have diverse skills in art or computing.They have progressed from creating simple effects like gunblasts to more complex explosions of big buildings and simulating ocean foam, spray and mist in sci-fi movie Pacific Rim. The water simulation took his team six weeks and lasted just five seconds on screen."In our industry, if you can do good work, your reward is to get more work," he said.The upside of foreign talent is that young Singaporeans like Mr Lee get to do the work they love right here.And together, they add not only to the cool vibe of this city but also to the Government's coffers, providing the resources needed to fund public services and support older, weaker citizens in need.Mr Lucas himself may be in the business of visual effects that last mere seconds but he believes in long-term ties, and the gleaming steel and glass Sandcrawler building is a concrete symbol of that belief."The building itself is a milestone of us being permanently here," he said."We're not running or spacing. 今年春運剛開始就遭遇大範圍霧霾天，給急著踏上回鄉路的旅客們在擁擠勞頓中平添了幾分陰鬱的心情。而對於一年多來頻繁造訪的霧霾再次光臨，媒體似乎已經習慣了，只是略作預報和簡單描述而已。的確，對霧霾形成的主要原因再作過多解釋顯然是多餘的，人們從之前鋪天蓋地的報道中早已做到耳熟能詳：從熱電排放到化工生產，從建築揚塵到汽車尾氣，從取暖燒煤到路邊燒烤，從降水減少到風速不夠，等等。而對於霧霾的治理，人們也清楚地知道根本之道是降低化石能源消費，減少大氣汙染物排放。這就意味著從根本上變革中國現有能源結構，完成以清潔能源為主的綠色變革。正是在此背景下，人們將目光瞄向太陽能、風能等清潔能源同時，對“可燃冰”即天然氣水合物寄予更多希望，期待我國蘊藏豐富的“能源之王”擔當起綠色變革的重任。綠色能源名副其實可燃冰是一種由凍結的水與甲烷在高壓低溫條件下形成的類冰狀的結晶物質的混合物，外貌極像冰雪或固體酒精，故稱可燃冰或甲烷水合物、氣冰、固體瓦斯等，其化學成分決定了遇火即可燃燒，且燃燒後生成的只有二氧化碳和水，是一種天然的無汙染的綠色能源。可燃冰形成需要3個基本條件：溫度、壓力和原材料。首先是低溫。可燃冰在0-10℃時生成，超過20℃便會分解。海底溫度一般保持在2℃-4℃左右。其次是高壓。可燃冰在0℃時，只需30個大氣壓即可生成，而以海洋的深度，30個大氣壓很容易保證，並且氣壓越大，水合物就越不容易分解。最後是充足的氣源。海底的有機物沉澱，其中豐富的碳經過生物轉化，可產生充足的氣源。海底的地層是多孔介質，在溫度、壓力、氣源3者都具備的條件下，可燃冰晶體就會在介質的空隙間中生成。特別值得一提的是可燃冰熱值極高。在同等條件下，它完全燃燒放出的熱量達到煤氣的數十倍，這也是其贏得“能源之王”美譽的原因之一。據測算，1立方米的可燃冰可在常溫常壓下釋放164立方米的天然氣及0.迷你倉出租8立方米的淡水，其單位體積產生的熱量由此可見。蘊藏豐富堪當大任蘊藏豐富是可燃冰被稱為“能源之王”的另一個重要原因。通過分析其形成的條件和已經進行的探測結果，科學家評估認為，可燃冰在世界範圍內廣泛存在。有一種非常大膽的觀點甚至認為，地球上大約有27%的陸地是可以形成天然氣水合物的潛在地區，而在世界大洋水域中約有90%的面積也屬這樣的潛在區域。至於可燃冰儲存量，大部分專家認為是當前已探明的所有化石燃料（包括煤、石油和天然氣）總和的2倍，僅海底可燃冰的儲量至少夠人類使用1000年。我國是較早進行可燃冰研究的國家之一。繼1997年專門設立“中國海域天然氣水合物勘測研究”項目後，我國從1999年起，在“新一輪國土資源大調查”中安排專項對可燃冰開展實迷你倉性調查研究，在南海北部神狐海域和青藏高原發現了可燃冰，並于2007年5月和2009年分別獲取水下和凍土帶可燃冰樣品，成為世界上較少的在海洋和陸地上都發現可燃冰的國家。2012年，“海洋六號”對南海區域的可燃冰進行了地球物理層面的調查，包括儲量、分佈、厚度、開采對環境影響的措施等10多項專項調查。探測表明，僅南海北部的天然氣水合物儲量，就已達到我國陸上石油總量的1/2左右，而作為世界第三大凍土國，我國具備良好的可燃冰賦存條件和資源前景，據科學家粗略估算，遠景資源量至少有350億噸油當量。根據2013年12月17日國土資源部發佈的信息，海洋地質科技人員在該年6月至9月間在廣東沿海珠江口盆地東部海域首次鑽獲高純度可燃冰樣品，並通過鑽探獲得的控制儲量折算成天然氣為1000億立方米-1500億立方米，相當于特大型常規天然氣規模。下一步，國土部將全面組織實施我國海域、陸域可燃冰資源勘查評價和重點靶區鑽探取芯工作，繼續開展可燃冰成藏機理和富集規律等理論研究，加大天然氣水合物試開采及環境評價等關鍵技術攻關力度，力爭早日實現天然氣水合物開發利用。技術成本制約開采根據中國戰略規劃對可燃冰勘探開發的安排，2006-2020年是調查階段，2020-2030年是開發試生產階段，2030-2050年，中國的可燃冰將進入商業生產階段。看到這個時間表，相信很多人會有些失望，心中自然而然地會產生這樣的疑問：對蘊藏量如此豐富的綠色能源，我們開發利用的步伐為什麼不能加快呢？中國已進入了可燃冰調查研究的世界先進行列，但是在開采方面依舊處於關鍵技術的研發階段。實際上，就世界範圍而言，可燃冰的開采利用都是一個待解的難題。由於可燃冰的特性和儲存的位置，相關技術不成熟和高昂的成本成為嚴重制約其開采利用的瓶頸。 這主要表現在3個方面。一是技術方面，如果通過降低壓力將氣體從水分子的結晶體中釋放出來，極可能導致巨量甲烷泄漏引起大氣溫室效應，因此必須找到一種辦法，避免在開采過程中將大量甲烷排放到大氣和海洋中。二是經濟方面，開采成本過高，缺少成熟可靠的儲存運輸方法，必將導致其成本昂貴，以至於失去了市場開發價值；三是生態方面，海洋里放置大量開采機器，對海洋生態系統可能產生難以估量的影響。如果在開采過程中操作不慎，將引起連鎖反應，使整塊地區的可燃冰同時迅速分解，這種失控將引發海底地質變化，導致地震甚至海嘯。全面開采利用可燃冰時代的早日到來，對遭受霧霾鎖國的我們來說，無疑是個天大的福音，我們期待中國海洋地質、地球物理、地球化學、鑽探工程等相關學科的專家能夠聯合攻關，早一天實現可燃冰開采利用技術突破，為綠色能源轉型、作別霧霾做出貢獻。mini storage
