Johnstown plant builds housing for many places outside of the country
Source: Greeley Tribune, Colo.self storageJan. 19--The nail guns pop randomly, the saws slice through wood and the whir of other power tools create their own form of music during the second shift at PTI Group in Johnstown. This manufacturing plant, a sprawling 113,000-square-foot, indoor facility, now is home to hundreds of employees building modular, and portable, housing for the bustling oil and gas and mining industries. From one end to the other, their dorms start as a pile of boards and transform into livable units, complete with beds, television, heating and air conditioning, even alarm clocks, for workforce accommodations across the globe. But not one of those boxes -- all built to move around from field to field -- will set down on Weld County soil anytime soon.PTI Group, an affiliate of Oil States International, a global, publicly traded manufacturer, now is building modular living facilities for thousands of workers in Canada, where the need for such housing is at a premium. The company, based in Alberta, Canada, came to Johnstown in May 2012 after scouting 78 different cities."What we liked about (the) Denver (area) was the high access to skilled and technical labor, the supplier base is here for what we're doing and it's centralized to service Texas and Canada," said Robert Maze, senior vice president of PTI. "We see this plant bringing in more volume and more work."The plant offered hope to a lagging construction community, kicked out of their trades in the recession. It also offered another welcome employment base for the town of Johnstown. Workers come in from Denver to up north from Fort Collins and Greeley."They've certainly been an asset," said John Franklin, Johnstown's town planner.PTI took over the plant that previously had built manufactured housing but closed during the recession. PTI's original plan was to have 250 employees in five years.A year and a half later, well above their stated intentions, roughly 353 workers take a feverish pace in two shifts across the concrete floors, amid lumber, sheet rock, wires and tools, dodging housing portions and other workers doing their part to build the modular "boxes" for Canadian oil field and gas projects.Meanwhile, company officials make plans for expansion after buying an additional 120 acres of adjacent land to the north of the plant. The busy workers are now on pace to finish 550 boxes, which can house four people each, by the end of the month, only to be greeted with another project that will eventually house 2,000 people. That project is expected to keep them busy until September, plant officials say."It goes without saying, the additional employees, the restoration of a failing old manufactured housing facility, and now their plans for expansion," Franklin said. "It's marvelous."The company is flush with work building modular facilities for camps throughout Canada. They continue to work with oil and gas companies to offer temporary housing in Texas and North Dakota. But Colorado projects could be a stretch, given the spotty nature of the fields, the availability of rentals and hotel rooms already and, simply, attitude.Fears of uncontrolled man camps sprouting up hit Weld hard in the spring of 2012, when oil field workers overwhelmed the Greeley RV Park -- which is technically in the county -- creating a sewage issue.Weld County's code doesn't address the modular housing, and officials were reticent to do so.The workers had to eventually vacate the RV park, which was restricted in the number of people staying there.Maze said there is still some lingering concern about the concept of "man camps" being in the Colorado oil fields because of bad actors in other oil fields.Rumors and bad reputation run rampant."That wasn't terminology we were familiar with when we came here," said Fred Bannon, senior vice president of operations for PTI's North America Accommodations. "In our world, that's like a hotel by the side of the road, where anyone can come .. they're open to anyone. When we started doing b迷利倉siness down here, the man camp idea was derogatory. It was a slur."PTI housing is structured more like a resort, they say. Picture those housing boxes stacked three high into a resort setting with common areas such as a kitchen and laundry facilities, and recreation areas, complete with onsite security and zero tolerance of drugs or alcohol. They set up the infrastructure, such as wastewater treatment facilities, to service their resorts. But perception often becomes reality, and "man camp" concerns remain high in heavily drilled areas."In the U.S. market, we see all the work going on. All you have to do is drive around this area, or the Eagle Ford (in Texas) or the Bakken (in North Dakota)," Maze said. "The issue for us has been convincing people that our services can provide value. We just haven't been able to do that as well" here.PTI officials at one point worked with Weld county government to tackle the "man camp" issue, but the idea fell off the radar.Meanwhile, Weld County's apartment vacancy rate remains well below 2 percent, essentially an historic low level. Hotels are flooded with oil and gas workers and the local market is anxiously awaiting several new apartment complexes set to pop up throughout the region. That leaves little room for the modular facilities that PTI makes and, frankly, they don't want to compete with the multi-family sector. They're business model supports a much more robust atmosphere, where they can invest large amounts of money in larger projects."We're seeing now a better return on the larger projects in Canada," Maze said. "Johnstown is building a Canadian fleet now for pipeline work, and transitioning probably to one of the biggest mines at the SunCor Fort Hills Project."The Fort Hills project is a $13.5 billion mine, and could need housing for roughly 5,000 workers.PTI also is working to provide housing for the Kitimat Liquefied Natural Gas plant in British Columbia, for which they're building a facility to house 2,000 workers, Maze said."We'll keep the plant busy with that," Maze said.PTI does have a business, Mountain West, which provides portable well site accommodations that follow the rigs. Many of those are in Colorado, Maze said."The Niobrara Shale runs from northern Colorado up north to Wyoming, so it's a big area, and again, you've got drill camps moving all over the place, so it's a little different approach," Maze said. But the area also is changing quickly, and oil and gas company leaders are still a little hesitant to lay down roots. The camps PTI builds, though portable, are built to last for several years, housing a revolving load of industry workers over long periods of time."They'd love to have a permanent facility, a mid-size, like the one we offer, and they believe they're going to need them for up to eight years," Maze said. "But in the back of their minds, they've also seen the quick changes. They're hesitant to make the sort of commitment require to put that permanent facility in."Maze said the problem of feeding a U.S. business unit is forcing the company to think outside of the box. PTI has built everything from weather stations to modulars for schools, and housing facilities for the Olympics when they came to Vancouver, B.C."One of the things we're looking at is if we can take our business model and apply it to other industries," Maze said, "such as senior housing. What we do with workforce accommodations isn't that far off."There are opportunities to chase these other markets," Maze said. "But we're so busy with the oil and gas and mining, we don't have time.""We're seeing now a better return on the larger projects in Canada. Johnstown is building a Canadian fleet now for pipeline work, and transitioning probably to one of the biggest mines at the SunCor Fort Hills Project.-- Robert Maze, senior vice president of PTICopyright: ___ (c)2014 the Greeley Tribune (Greeley, Colo.) 3D: Cutting-edge print design technology arrives at Highlands
Source: The Montana Standard, ButteJan. 19--The Jetsons' futuristic lifestyle has landed at Highlands College.Highlands now boasts seven three-dimensional printers -- cutting-edge machines that can replicate creations right before your eyes, even fun things like a Wiffle Ball-in-a-cube and a Chicago Cubs cup.Astonishingly, it takes a MakerBot Replicator only 15 minutes to knock out a textured, wearable bracelet.Duly impressed are students who take instructor Allen Hanson's Inventor software class. With the 3D printers, they learn transferable design skills that they can use in several industries: engineering, welding, manufacturing, architecture and construction."They're pretty amazing," said Robert Neff of Butte, a first-year student in civil engineering technology at Highlands. "It's what the future's coming to. Instead of going down to get a part for your car, you can just print it up."Neff, who took Hanson's computer-assisted design class, AutoCAD, envisions replicating rare parts for classic cars, or simple screws and bolts for machine parts."They're not the original, but it's not so close you can't really tell," Neff added.Touring high school students go wild for the printers, too."For the kids today who have grown up with computers, there's still of a 'wow' factor for them when they see this," said John Garic, dean at Highlands.BUILT IN LAYERSThe lightweight machine, the size of a large microwave oven, uses a USB port or SD memory card that gives directions solidified on a computer. For example, to make a bracelet, a hot glue gun spits out AVS plastic in spools at 230 degrees Celsius that follows a pattern, and then layers the hollow piece. Each layer is about the same thickness of a hair."When you put this program into the software for the printer, that software actually slices your drawing into slices," said Hanson. "That's how it builds it: one layer at a time, from the basement to the penthouse."Draw the pattern, import it through a basic 3D printer software file, turn on the MakerBot Replicator, let the plastic spool run and return in mere minutes to find a solid object."It almost looks like Weed Whacker line," said Hanson of the unspooling plastic as it feeds the pattern."You can make dozens of prototypes before you can make the expensive piece of metal in the machine," said Garic. In jewelry-making, for instance, a designer can play with prototypes before selecting a final design made of gold and diamonds. The possibilities are endless.LESS EXPENSIVETo Highlands' benefit, the cost of 3D printers has decreased significantly, so they're much more affordable now. A $454,965 grant from the U.S. Department of Labor last fall allowed Garic to buy the 3D printers for a total of $25,000."3D printers are the future in many different areas, but they've always been really c迷你倉出租st-prohibitive," said Garic. "But as the technology improves, the costs have come down."The school first bought a larger, more complicated Z150 3D printer that cost $20,000. Next came the CubeX Duo, a clunky 3D printer that rarely works at $3,500.In comparison, the MakerBot Replicator 2 cost $2,700 and the Replicator 2X cost about $3,000.3D printers can help with technological breakthroughs across industries: aerospace, automotive, medical and construction.Closer to home, Garic uses the 3D printers to forge business partnerships.Highlands provides SeaCast, the local producer of various castings, with freshly minted welders who have learned 3D printer programs."All of it pushes the imagination," said Hanson. "It stimulates students' ideas rather than them regurgitating what I tell them to do. By pushing the envelope, they learn a lot more. That's what we're here for: to get them up to snuff, out the door and ready for industry."Highlands gives students the option of earning a two-year degree in drafting or a degree in metals fabrication, or both -- a potent combination in finding a job quickly.Without Hanson, the printer project may have not gotten off the ground, said Garic.Hanson brought 19 years' teaching experience at Mount San Antonio College in California to Butte four years ago. A machine shop owner, programmer, designer and industry consultant, he has worked with NASA on an International Space Station project.REAL-WORLD NEEDSMirroring real-world needs, 3D printer technology lets students from architecture, civil engineering and construction disciplines at Highlands learn the newest skills.Hanson gives his students plenty of trial-and-error room to experiment. Students must master the Inventor software before creating a replica."The students draw it, then they make one to take home, so it's kind of like a teaser before they move on," said Hanson.Highlands uses the 3D printers as an alluring recruiting tool, too.A MakerBot Replicator was unveiled last fall for high school students, helping make Highlands a more attractive college choice.About 25 percent of the 628 students enrolled at Highlands last fall semester majored in the trades, said Garic. The 3D printers could boost those numbers, he said."It's exciting to think that we could eventually have this classroom set up with a printer next to each computer," Hanson said.Montana Tech's main campus may be better known for its technical science specialties, but Highlands is a progressive technology leader in its own right."For the moment, the 3D printers are a motivator," said Garic.Contact Birkenbuel at Renata.Birkenbuel@mtstandard.com or 406-496-5512.Copyright: ___ (c)2014 The Montana Standard (Butte, Mont.) 3 roads signs, so which one to follow
China faces some critical choices as it travels further down the road to reform, progress Is this the year in which China can convince skeptics that it can make the transition to a modern, high-productivity economy? Or will powerful vested interests block change, prolonging structural weaknesses in the economy as aging places a growing burden on the country, and the environment degrades further? China is at a crossroads. One road sign points to prosperity and the fulfillment of China’s enormous potential. Another road sign points the opposite way, to stagnation and steadily lower growth, accompanied by increasing social unrest and, eventually, some kind of social collapse. A third points in a direction between the other two: with enough reform, change and progress to avoid collapse, but not enough to fully overcome the considerable obstacles that China faces. Two policy decisions, opening-up under Deng Xiaoping in the 1980s and China’s decision in November 1999 to join the World Trade Organization, have brought the country to a point where it has become a global economic and geopolitical force that stands alongside the United States as a superpower. Hundreds of millions of Chinese have emerged from stark poverty. The middle class hardly existed 25 years ago, but anyone in China today during a public holiday can see how many families have the time and the money to enjoy themselves. But the effects of these far-sighted and brave policies have all but disappeared, leaving China as a very large developing country, with an annual per capita GDP of only $6,500, compared with $53,000 in the US and $43,000 in Germany. Meanwhile, huge economic and social challenges loom, such as providing vital services to its huge population — education, healthcare, affordable housing and old age care including pensions, not to mention the overdue clean-up of the polluted environment. Only a highly productive, efficient Chinese economy can underpin the demands that rising popular expectations bring. But much of China’s economy is still far from efficient. Change is necessary. The successful economic reforms in the 1980s and 1990s were based on the system that had evolved since 1949. They did not fundamentally change it. Former premier Zhu Rongji’s harsh restructuring of the State-owned sector was aimed at making State-owned enterprises run better, not at dismantling them. The success of his policies mean that the economy is now dominated by a handful of SOEs that occupy dominant or monopolistic positions in major industries such as energy, natural resources, communications, logistics and travel. And they have strong, protected positions in industries such as real estate and banking. China’s high economic growth has been driven by high productivity growth, not from the State-owned sector but from export-oriented industries, most of which are based in the seven coastal provinces stretching from Guangdong in the south to Liaoning in the north, plus Shanghai. Many foreign enterprises and Sino-foreign joint ventures in China have also made big contributions to growth and economic efficiency. Today the challenge facing China is to spread economic efficiency and high productivity from the private sector across the economic system and particularly to the SOEs. The best, indeed the only, way to do this is to break down market entry barriers and encourage private and foreign companies into key industries such as banking, telecommunications and energy, which have been protected from the harsh winds of competition. The Chinese economy badly needs more competition in many key sectors from well-resourced, leading companies to provide better product offerings at lower prices to end-users. Customer choice stimulates spending and growth. Competition in fact makes operating companies stronger and better. There should be no need to protect companies in the State sector. In fact, one of the most important parts of China’s economy — banking — has already been disrupted by new private sector forces driven by new economic needs. Since 2008, the so-called shadow banking system has developed in China to meet huge unmet demand from private entrepreneurs for risk capital on the one hand, and on the other from savers and investors for much higher rates of return than returns offered by the formal banking sector. The government has responded by recognizing the value that many of these new financial institutions provide. It is bringing the better managed and capitalized ones within the bank regulatory system. It is a good example of 存倉ow private enterprise, acting in its own interest, can be harnessed to provide the economy as a whole with the services that people need, enabling it to perform more efficiently. The result is more growth, more customer satisfaction and a stronger and more efficient economy. China’s development since 1980 has built, mostly very successfully, on the existing system. What is new in 2014 is that progress involves a fundamental shift from an economy dominated by government-owned and government-directed enterprises to one in which the contributions of the private and foreign sectors are explicitly recognized as being as important as the State-owned sector. The next step for China depends on a shift in traditional ideas about economic ownership. It requires an even bigger change than before. The recognition of private property rights is a fundamental part of this shift. But how does a society led by the Communist Party come to terms with the idea of individual and corporate ownership, not as sub-ownership or leasehold as now, but in the meaning of outright or absolute ownership? Can the government withdraw as an owner and operator within large parts of the Chinese economy, to focus on policy-setting, organization, control and regulation? That is a big task for bureaucrats who like the power that goes with controlling key economic sectors. Nor are China’s challenges just domestic ones. China is such a populous and geographically strategic country that its destiny is inevitably bound up with that of its neighbors and the rest of the world. The key among all the changes taking place in the new and multi-polar world is the relationship between the two superpowers, China and the US. What happens in the other big economy, the US, will always have much meaning for China. Today, five years after the 2008 crash, America’s economic fortunes have begun to revive. Last year the US grew by about 2.7 percent. This year the figure should exceed 3 percent. US budget sequestration, which occurred last year as a result of the standoff between the two main parties in Congress, cut US government spending across the board. The US government budget deficit has started to shrink. New technologies involving horizontal drilling and shale oil production have changed the US’ economic outlook. In a few years it will become not only the world’s largest producer of oil, and be self-sufficient, but also an oil exporter, once Congress revokes outdated laws that forbid oil exports. The country’s energy exports will sustain a balanced US current account with the rest of the world, underpinning the US currency and reducing direct US economic dependence on major oil exporters, particularly in the Middle East. US politics will remain tortuous. But the next presidential election in 2016 could bring a president who can unite the country. Stronger economic growth, shrinking deficits and a stronger and more united government will produce a new period of US resurgence. A stronger US dollar need not threaten the globalizing Chinese renminbi, because smaller US deficits will reduce the quantity of dollars flowing from the US into the rest of the world. In turn this will create a need for another widely accepted currency, such as the renminbi, to fill the gap in saving and trade settlement created by a shrinking quantity of dollars. The development of the renminbi as a global currency can continue in the presence of a strong dollar. But will the development of US energy independence confirm the tendency of many Americans to look inward, making the US less prepared to cooperate with China? Nearer to home, how will the US position itself in the deteriorating relationship between China and Japan? With neither Japan nor China prepared to give any ground, US mediation seems to be an important part of any long-term agreement between the Japanese and the Chinese. Will the Europeans prove any more receptive this year to the idea of a Sino-European trade agreement that could greatly benefit both sides? Or will China’s progress in Europe continue to depend on the relatively slow development of unilateral agreements, for instance with Switzerland and the UK? During 2014 we will start to get a good sense about which of the three road signs China will follow. But China, drawing on its long history and on the last 30 years of stunning achievement, can surprise onlookers on the upside, as it has before.
